Sets Up Military Briefings in Qatar
Mar 17, 5:08 PM EST

When an unknown reporter first referred to the U King, said the way to deal with the press was to "tell them nothing until it's over, then tell them who won

Richard Pyle covered both the Vietnam War and the Gulf War for The Associated Press

Timing was, however, the principal bone of military-media contention during the 1991 Gulf War, where scores of journalists were in combat "media pools" but saw their reports delayed or lost in transmission

It could hardly be a more distant cry from World War II, when censorship prevailed, and the Navy's top officer, Adm "

The answer is "being on the record" and as candid as possible, Burke said Norman Schwarzkopf, who on the final afternoon of the 100-hour ground war delivered a stem-winding oration that reporters dubbed the "mother of all briefings "Besides, they're not very good at obfuscating the truth m

As gripping as those reports might be, only command briefings can provide the "big picture" that Americans need, says retired Army Col U

In a vetting process not unlike Broadway stage tryouts, the U Richard "Butch" Neal as its regular spokesman, but other generals made frequent appearances Central Command, became the most important fount of information â€â€? and are best remembered, 12 years later, for video shots of smart bombs flying into air shafts, and dumb questions from inexperienced reporters

The Riyadh hotel briefings, run by U "

The Gulf War briefings were modeled on the Saigon "Follies," "with all of the good and none of the bad," as Col officials had used an inflated "body count" as a way of measuring alleged battlefield progress

"I fully understand that when you try to stonewall the press S It might lead to some very tough stories We didn't have that in Saigon, and the colonels, lieutenant colonels and majors who did the briefings there didn't feel that they had enough free rope spokesmen in Qatar must avoid the kind of credibility pitfalls that plagued Saigon's "Five O'Clock Follies" and to a lesser extent, the Riyadh briefings, Burke says military command's daily news briefing in Vietnam as the "Five O'Clock Follies," he invented a term so mordantly apt that even officers running the show made it part of their language 5 million media center in the desert near Doha has a soundstage created by a Hollywood designer

How Schwarzkopf's current successor at Central Command, Gen

military has set up a third-generation version of the daily command briefings â€â€? this time in the Persian Gulf state of Qatar We had our set-tos with the military but they never had that Saigon intensity, and they weren't so much concerned with policy issues S

The daily command briefing is essentially an American creation, dating at least from the 1950-53 Korean War, where Seoul-based war correspondents attended twice-a-day sessions at the hotel-like billet they shared with military officers

"Only the command briefings can put all of that kind of information, from many field reports, into a larger context, explain how they relate to each other, and how that affects what happens next But the public got the message from a savage "Saturday Night Live" skit that lampooned the media â€â€? all too accurately â€â€? for asking questions like "when and where do you plan to attack?"

Now we are on the verge of another war with Iraq, and the U The "living room war," so named by author Michael Arlen, was 18 to 24 hours old before it was seen on television in the United States Tommy Franks, sees these issues, and how often he might personally brief the media is unclear ' '

At least since Vietnam, the briefings have been a joint exercise with allies S then before long the press turns ugly, and I would just as soon not have an ugly press," he said in an interview ahead of the Gulf War

The way another possible war with Iraq has been shaping up, the Americans this time could be standing virtually alone, except for the British, on the Hollywood stage in Qatar

"The main briefer has to be able to get information, and to speak with authority," he said

"A reporter who's embedded is still going to be seeing only that piece of the action in the immediate area, and may not be aware of related events happening three or four miles away," Burke said briefing in your bare feet, and everybody had a hangover command chose Marine Brig Large plasma TV screens, high-speed ISDN phone links and other gadgetry would help hundreds of journalists there, and viewers around the world, understand what is happening on battlefields 300 miles to the north officials in Riyadh were generally more forthcoming and less evasive than their Saigon predecessors, some subjects remained off limits â€â€? including the number of Iraqi soldiers killed Robert Burke, a former chief of information for the U S No amount of fancy hardware or software can prevent suspicions that they are withholding, distorting or spinning information, concealing embarrassments behind "operational security," or just flat-out lying "

The relative success of the Gulf War briefings stemmed not just from Schwarzkopf's hands-on approach but his avowed view that more information was better than less

"It is to the military's advantage to be on the record â€â€? the more the public understands what is really happening, the more it helps the military," he said to make the 8 a "The best thing they did in Desert Storm was to put generals in front of the press to answer questions

That, Schwarzkopf made clear, was a legacy of Vietnam, where U

Though similar in format to Saigon's, the Korea briefings "were more jocular and less adversarial," recalled George McArthur, who covered both wars for The Associated Press South Vietnamese military officials delivered reports at the Saigon "Follies," and the Saudis, Kuwaitis, British and other members of the Gulf coalition sent spokesmen or observers to the Riyadh briefing room Michael Gallagher, a senior Air Force information officer, described it at the time

Revived a quarter-century later in the Gulf War as "Son of Follies," the name did not stick In his 1992 autobiography, "It Doesn't Take A Hero," Schwarzkopf added a further caveat: "Don't ever lie to the American people

That was not a serious issue in Vietnam, where correspondents had freer access to the battlefield than in any war before or since, but could not do live TV or radio coverage from the field "

Most important, Burke said, is that a senior officer â€â€? a one-, two- or three-star general â€â€? be designated as principal spokesman

These included the Desert Storm commander, Gen "

Because the Iraqis would have access to the same television accounts in real time, some field reports might be impeded for security reasons â€â€? a potential controversy for the Qatar spokesmen to deal with

"

Burned in Vietnam, Grenada, Panama and Desert Storm for mishandling news coverage, the Pentagon this time has elected to "embed" some 500 journalists with military units If you spin too much, reporters will know it, and from then on everything you say will be questioned S Portable satellite-link and digital technology, in battlefield use for the first time, would allow them to deliver real-time video, audio and written reports on the action

"You could get up at 7:58 a m

"The government, research and the Kenyan community has been supportive throughout this process and we will continue working with them," said Bender

"Initial trials had shown that the vaccine is safe as there were no significant side effects," Dr Kambili says

Researchers from the International Aids Vaccine Initiative (Lavi) said interim data from the trials of the vaccines — DNA and MVA — show that the candidates’ ability to elicit anti-HIV cell-mediated immune response was poor

According to set standards, the trials would have been considered successful had they elicited positive response in at least 60 per cent of the volunteers It suggested that this was partly due to cell-mediated immunity

Dr Bonnie Bender, Lavi’s regional project co-ordinator, says her organisation will continue working with Lavi on other vaccine projects

So far, only two forms of the same vaccine have reached the final trial stage and they failed

Following the dismal results, Kambili says that over the next six to nine months, Lavi will complete a small number of clinical trials that have already started in order to learn as much as possible from the candidates

Before the human clinical trials, tests in animals demonstrated that the candidates could boost the immune system

The DNA candidate consists of genetic material — the same material that is inserted in the MVA, which is the Smallpox virus, explains Dr Kambili "Even when trials are not successful there are many lessons to be learnt from the trials," Bender told the East African Standard yesterday

The candidates were initially developed after research conducted among prostitutes in Majengo, Nairobi, by researchers from the University of Nairobi revealed that some were resistant to HIV infection

Dr Chrispin Kambili, Lavi’s regional medical director, Kenya office, says that preliminary data — from 205 volunteers in clinical trials conducted in Kenya, Uganda and the United Kingdom — show that the candidates elicited responses in only a quarter of volunteers who received them, and the responses were not long-lasting He, however, says that unless the results are drastically different, Lavi will not develop the candidates further and will focus on its other research and development projects

The combination is a preventive candidate intended to protect people from getting infected and contracting HIV/Aids

The candidates were designed based on HIV sub-type A, which affects 65 per cent of people living with Aids in Kenya Aids vaccine trials flop

Clinical trials of the two Aids vaccines developed by the Kenya Aids Vaccine Initiative (Kavi) have failed to elicit the expected immune response

The remaining part of the trial involves slightly higher dosages

The two candidates are taken in combination

Since 1998, Kavi has partnered with Iavi and researchers from Oxford University in the UK to develop the vaccine candidates, designed to prevent HIV infection and Aids by eliciting a cell-mediated immune response

The current clinical trials (stage II) involved 400 volunteer from Kenya, Uganda and the United Kingdom, with 100 of them being Kenyans

The announcement of the preliminary results was first released on Tuesday at the Aids Vaccine 2004 in Lausanne, Switzerland that brings together more than 1,200 vaccine researchers from all over the world
